LEED Building Design + Construction (BD+C) was written as a whole building rating system where the building is complete (e.g., fit up installed). That said, LEED v4/v4.1 BD+C projects (except the Core and Shell adaptation) may have some unfinished space, provided a minimum of 60 percent of the gross floor area is complete at the time of certification. LEED BD+C: Core and Shell is the appropriate rating system to use if more than 40 percent of the gross floor area is incomplete at the time of certification.
